Who needs to comply with Los Angeles Fire Code 57.408?

In Los Angeles, all high-rise buildings must comply with specific regulations. A high-rise is defined as any building that is 75 feet or taller from the lowest floor with building access. This typically includes buildings that are seven stories or more, but it can also include some six-story buildings.

Here’s a summary of the requirements for high-rise buildings in Los Angeles:

  1. Update the Emergency Manual: The building’s emergency manual must be updated and submitted electronically to the Los Angeles Fire Department (LAFD).
  2. Create and Submit Inventory Forms: Building inventory forms need to be created and submitted electronically to the LAFD.
  3. Certification of Fire Safety Personnel: The Fire Safety Director and floor wardens must be certified annually through a program approved by the LAFD.
  4. Training for Staff and Occupants: All staff and occupants must receive emergency training within 14 days of occupancy and at least annually thereafter.
  5. Evacuation Drills: An evacuation drill must be conducted at least once a year.

Per the City of Los Angeles Fire Code, only individuals holding a valid Certificate of Fitness and BIF (Building Inventory Form) Endorsement from the Los Angeles Fire Department (LAFD) are authorized to create emergency plans and building inventory forms for high-rise buildings.

Ensuring life safety for building occupants, protecting building assets, and limiting liability are key reasons for compliance with fire safety regulations. Additionally, it is the law. Failure to comply can result in fines of up to $1,000 per day for each owner, manager, or responsible person, and violations could lead to up to six months in jail until the building becomes compliant.
